坐落于洛杉矶市中心的新美国联邦法院的设计既体现了现代精神,又植根于联邦建筑的经典原则。它采用传统的建筑元素,如庄严的大台阶、开阔的公共空间以及石灰石这类耐久材料来凸显城市公共形象。该建筑被设想为“漂浮的”立方体,通过采用创新的结构工程概念,让玻璃结构悬挑于石质基座上方,使法院在材料、技术和造型上都极具当代风格。

这栋10层高、58,800平方米(633,000平方英尺)的建筑位于城市公共中心附近的一个主要街区,设有24间审判室和32间法官议事间。这里坐落着美国加州中央地区法院,以满足美国法警局的相关需求;并为美国联邦检察官办公室和联邦公设辩护律师提供审讯准备的空间。

从一开始,该法院建筑设计就以可持续性为驱动因素。其已通过LEED®铂金级别认证,并达到了美国总务署(GSA)2020年的能源目标。建筑融合了多种可持续性设计特色,包括屋顶光伏阵列,每年可产生507,000 kWh的可再生能源。

或许,立面是其中最明显的可持续性设计特色,巧妙适应了场地条件。设计团队面临的关键挑战之一是妥善处理来自东西两面的强烈日照,同时保持建筑与街道网格的和谐。SOM东向和西向褶皱的不透明面板最大程度地降低了太阳热能增加。与此同时,北向和南向褶皱的透明面板最大程度地提高了法院内的日光渗透。这种设计将年太阳辐射负荷降低了47%,并将中央设备负荷降低了9%。

法院设计还通过使用新型桁架系统,增加周边和主结构之间所保持的距离,从而降低爆炸危险性,同时仍然使立方体呈现出单体、悬浮的形态。为提供抗震保护和控制建筑的侧向位移,屋顶桁架被用作连接顶层钢筋混凝土剪力墙的巨型连梁,从而降低延展性需求。
