天津滨海新区中央商务区总体规划提倡通过再开发，将沿海工业区和旧港口转型为新的商贸中心。中央商务区占地2,500公顷，邻近海河与渤海湾交汇处——世界上最繁忙的海上航道之一， 坐落于中国第四大城市天津的中心地带的外围。
该综合功能开发区域将包括高层建筑、历史文化邻里、开放空间，以及完善的道路和铁路系统。通过高铁将该地区与中国首都北京相连，使得通往渤海湾的交通更加迅捷。此外，SOM的总体规划还提倡恢复该地区的自然景观。
